The small boiling chamber is not a boiler but the on/off switch.
The big cooling tower contains the boiler inside.
Inside the small tower is the pipes curled around a heating element.
Thus heating up the water inside the boiler building up steam and pressure leaving from the boiler
Into the cylinder through another tube pushing out a piston in turn moving a rod connected to a flywheel.
Turning a linear movement into a rotating movement pushing back the piston and in turn steam out the exhaust pipe.
This all controlled by a valve that can operate the whistle and vapor going in the cylinder.
