am i correct in assuming that early (if not all ) g/f pulsar models actually were g/f over stainless steel cases and not a base metal?

You are incorrect. The cases are a brass(copper alloy) based "base metal"(as opposed to zinc based, which are better for nickel and chrome platings). The bands are medium grade stainless with gold fill(think of it as a heavier grade of plating).
