Well according to eBay all sales are final and the contracts are binding once the item is sold (although I think this might be written on toilet paper), so in theory the seller would have to honour the deal and post the watch to you if overseas shipping was listed as an option.

Why did he change his mind? Could you work a compromise out with the seller?

Tricky one!

If you won the item he should post it to you as agreed regardless of whether it reached the value he was hoping for or not, if he wanted to ensure a minimum price he should of listed with a fixed reserve however I would be cautious because if he wanted to be awkward he could hack up the postage costs or label the package so it incurs high custom charges.

Click on your purchase history, on the item open the drop down list labelled 'more actions' select 'resolve a problem', follow the options to open a claim.

Yes, sorry I couldn't help further, the only other idea I have is to contact eBay directly either over the phone or to any email address you can find for them and let them know your issue and see if they can direct you to the correct department to sort out the problem for you, I am surprised there is not an option that covers this as I can't imagine that you are the first or only person who has had this issue.

Otherwise go to :
http://www.weship-it.com
And shop like an american, bought a few steam engines they were not willing to ship to EU.
Took some time but i finally got them well packaged.

The reason i collect watches is because it feels like i'm buying time.
